Senior Executive Level 4 £101,776 to £132,282 pa (2024-25 payscales)
Reports to: The BSO Chief Executive

Job Summary:
The Executive Director of Finance has a particular responsibility for setting the BSO’s financial strategy and overall ‘financial tone’, having the greatest influence over how limited resources are deployed and for establishing a culture that encourages innovation and the achievement of best value while recognising the over-riding requirement to use public money wisely, safely and efficiently. The Postholder is particularly responsible for ensuring the Chief Executive can successfully discharge their Accountable Officer (AO) status to the Department of Health Permanent Secretary. The postholder will also lead the service delivery areas for finance shared services through appropriate performance management frameworks, customer focused delivery models and service improvement strategies which will drive improvements for staff, customer organisations and the Department of Health (DoH). This will require the postholder to ensure collaboration with partners locally, regionally, and globally.
Key aspects of the role include:
Manage a range of service delivery areas including;
– HSC Regional Payroll Services
– HSC Regional Accounts Payable Services
– HSC Regional Accounts Receivable Services
– HSC Regional Business Systems Support
– HSC Providing financial services, budgeting, financial management and forecasting
services to a number of Arms-Length Bodies namely, SPPG, PHA, NISCC,
NIGALA, PCC, NIPEC, NIMDTA and RQIA.
