Directorate of Finance

The Directorate of Finance provide a range of financial services to the BSO as well as a number of customer organisations from across HSC.

Services include the provision of a full Financial Management and Financial Accounting service to BSO and 6 smaller ALBs. For BSO this includes the production of annual Statutory Accounts; Whole of Government Accounts processes; annual budget build; monthly DoH reporting and forecasting to support financial breakeven.

For the smaller ALBs the client accounting team provides a full financial management service including supporting customers with annual budget build, preparation of monthly management accounts, supporting the monthly and ad hoc reporting requirements to DoH and in year forecasting. The team also prepare the annual Statutory Accounts; Whole of Government Accounts processes and provide general accounting advice on an ad hoc basis to support our customers in meeting their financial and statutory targets.

The Finance team provide a business partnering service within BSO working closely with budget holders across all BSO directorates and providing advice and support on managing their Revenue and Capital budgets as well as support in the preparation of business cases; costing information; and ad hoc financial advice.

Treasury management and financial control form a key part of services provided for HSC customers as well as management of these internal services across BSO. The Finance team complete all balance sheet reconciliations for BSO and smaller HSC ALBs on a monthly basis to ensure accuracy of financial position which feed into the monthly assurance processes to customers.

The Capital accounting team hold overall responsibility for capital accounting and reporting alongside asset management for both BSO and customer organisations. This includes monitoring and reporting on BSO capital spend and ensuring that BSO lives within its annual capital resource limit.
