Windsor Framework Implementation

If you are a GB supplier selling goods to Health and Social Care Northern Ireland (HSCNI), new arrangements will be implemented under the Windsor Framework from 31st May 2025.

 

Please note the following:-

  • To benefit from a simplified customs procedure, suppliers must register and be authorised via the UK Internal Market Scheme (UKIMS).  This registration will enable you to utilise the green lane, ensuring smoother and more efficient processing.
  • As part of the criteria for registering on UKIMS, suppliers need a declaration from NI customers that goods are “not at risk” of transferring onto the EU market.  All HSCNI purchase orders state goods supplied will not be sold or transferred outside of Northern Ireland.
  • All HSCNI purchase orders state the requirement to operate under Incoterms DDP and there is no requirement for HSCNI to provide an EOIR.  Trader Support Service have advised that suppliers can state unknown in this instance.
  • It is the responsibility of suppliers and/or assigned couriers to complete the registration on UKIMS otherwise they will be unable to access the green lane.
