Ciara Devine, I am one of the FPL Team Leaders within the Business Services Team

Ciara is one of the FPL Team Leaders within the Business Services Team (BST) in BSO Finance Directorate.

Ciara and her colleagues work to ensure that the FPL and HRPTS systems underpinning the HSC operate effectively and efficiently. The team’s work is wide-ranging and diverse.

My name is Ciara Devine, I am one of the FPL Team Leaders within the Business Services Team and I have worked in BSO for 8 and half years during that time I’ve progressed through a number of service area roles that have helped me build a strong knowledge of how the Business Services Team support our Shared Services, Trust and ALB colleagues.

My role is to oversee the system administration function within FPL, ensuring our processes, data and system configurations support the wider business.  As a System Admin Team Leader I play a key role in maintaining the day to day operation of FPL by providing oversight, troubleshooting complex issues and ensuring strong controls.  I help keep essential systems running smoothly enabling staff to do their jobs without un-necessary delays or disruptions.  I focus on ensuring that the systems we support are not only functional but user friendly, by responding to issues promptly, gathering feedback and making processes smoother.

My role ensures that staff have the right access and stable systems so they can focus on delivering care.

I look for opportunities to streamline processes, strengthen controls and enhance system reliability.

As a System Admin Team Leader, I play a key role in supporting both internal and external audit processes within FPL for BSO and ALBs. For internal audits, I ensure that system administration activities and access controls procedures consistently align with organisational policies and compliance requirements.  This involves preparing evidence, performing internal reviews, identifying risks or control gaps, and implementing corrective actions to strengthen the overall control environment.

During external audits, I assist by supplying auditors with accurate system records, configuration data, access control logs, and supporting evidence to ensure a clear and thorough review.  I contribute to the audit process by ensuring all information is accurate, transparent, and delivered promptly.  I also work with cross-functional teams to address any findings and ensure ongoing compliance.  These responsibilities help maintain strong governance, reduce operational risk, and ensure systems remain secure, compliant and audit ready at all times

I have delivered meaningful impact through several major projects; I co-ordinated Financial Year End, ensuring deadlines were met, system processes ran correctly and that users were supported throughout.  This contributed to a clean, efficient Year-End process with minimal disruption.  I played a key role in facilitating and supporting User Acceptance Testing for FPM, ensuring testers had access, guidance and clear issue-resolution channels.  My involvement helped ensure the system was thoroughly tested and ready for deployment, reducing the risk at Go-Live.  I also supported the CP Year End process providing guidance to users and teams to ensure compliance and a smooth completion.

Across all of these projects, I’ve focused on improving system stability, strengthening internal processes, and enhancing communication with users and stakeholders. I also support my team’s development to ensure we provide consistent, high‑quality service.  That’s where I feel I make a real difference to HSC.
