What is encompass?
encompass is a Health and Social Care programme that has created a single digital electronic health record (EHR) for every citizen in Northern Ireland who receives health and social care. encompass aims to provide patients and service users with the safest, highest quality of care that is possible.
encompass was implemented in the South Eastern Health and Social Care Trust in November 2023, Belfast Health and Social Care Trust in June 2024, Northern Health and Social Care Trust in November 2024 and Southern and Western Health and Social Care Trusts in May 2025. Since then, encompass has been implemented across several other areas including Healthcare in Prison (HiP) and Northern Ireland’s Specialist Transport and Retrieval (NISTAR) service. encompass will create better experiences for patients, service users and staff.
The vision of the encompass programme is to provide patients and service users with the safest, highest quality of care that is possible and to better inform them in their health and wellbeing throughout their life. encompass is built on a digital platform that streamlines services and patient journeys and links information across primary, secondary, community and social care.

Job Title: Assistant Director encompass – BSO Directorate of Digital
Inital Location: Clarendon Dock, Belfast – Hybrid working available.
Salary: Band 8D (£91,342 – £105,337 Per Annum, Pro Rata)

Job Summary:
It is in response to best practice and evidence from similar implementations that BSO propose to recruit an Assistant Director to oversee and manage this critical change process necessary to ensure successful completion of the implementation and transition through to live service. The Assistant Director will take primary lead across all remaining phases of the transformation project which has an overall budget of £250 million and covered a timescale of 5 years in phase 1 (completed in May 2025), during which phase 2 (further 5 years) will be further defined.

The encompass Programme’s Patient Portal – My Care
My Care has been developed by the encompass programme in collaboration with the HSCNI Trusts, patients and services users from a wide range of backgrounds. My Care has approximately 300,000 users and is continually growing.
My Care gives the people of Northern Ireland greater control over their healthcare by providing them with personalised and secure online access to specific parts of their medical records.
Accessing information like medications, appointments and some test results. My Care also makes it easier for Health and Social Care staff to view important information about their patients and service users both in a clinical setting and while working in the community.
Please note: My Care is only available in secondary care (specialist in the hospital or community setting). This means primary care information such as GP appointments or test results arranged by General Practitioners will not be displayed.
