JOB BACKGROUND:
The Northern Ireland Health and Social Care Digital Vision and Strategy, published in October 2022, sets out an ambitious journey to make lives better for the people of the region, using Digital and Data to transform the way we deliver health, care and well-being services.

To develop and deliver this strategy the Department of Health appointed a Chief Digital Information Officer (CDIO) in 2019, a new role for the Health and Social Care system. The CDIO is a Deputy Secretary in the Civil Service, reports to the Permanent Secretary and sits on the board of the Department. At the highest level the CDIO has 5 main accountabilities:
• Set the vision for Digital transformation of Health & Social Care in Northern Ireland
• Organise, fund and manage Digital delivery for Health & Social Care
• Improve use of and value from Health & Care Data
• Oversee Information Governance and Cyber & Information Security
• Drive Digital innovation, and develop a new Digital innovation eco-system

The CDIO is working with partners to establish a new structure to develop the strategy and deliver its goals, called Digital Health and Care Northern Ireland (DHCNI). This is a joint entity between the Department of Health, the Health and Social Care (HSC) Business Services Organisation (BSO), as an employer for DHCNI staff, and the Northern Ireland Public Health Agency.

The DHCNI governance arrangements report into the Department of Health Board as well as the HSC Performance and Transformation Executive Board (PTEB). The DHCNI team work with an array of partners to deliver Digital solutions and services, including: the BSO as a supplier of central services and projects, the HSC Trusts and their respective IT teams and the other HSC Arm’s Length Bodies (ALBs).
